1. HON. Members, the Minority Front notes that, the Conditional Grant Guidelines for municipalities should be work-shopped to curb underspending and promote service delivery to ratepayers.
2. Similar Guidelines should be customised for departments.
3. Furthermore, the Unauthorised Expenditure Bill has allowed for the first charge rule to certain departments, hence the R204, 861 million unauthorised amount is supported by the Minority Front, hence we support the KZN Unauthorised Expenditure Authorisation Bill, 2017.
