- HON. Members, the Minority Front is concerned about the payments to Izinduna and suggests, Hon. Chairperson, that this must become a standing item for Portfolio Committee meetings, as these payments will have huge financial and service delivery implications.
- The back-pay from 2014, in excess of R1,3 billion was an ‘unfunded mandate’, National failed to pay and clearly, the lack of a proper definition of ‘headmen’ in the Eastern Cape and KZN broadens the scope of inclusion of cultural and community advisors in other ethnic minority communities.
- The education and health budgets have seen major cuts due to this, but how will Izinduna performance be measured to account to the Auditor-General on value for money at the financial year end?
- Other issues HON. MEC, notwithstanding your hard work in areas previously neglected are the malfunctioning billing systems for electricity and water in Ethekwini and Msunduzi.
- HON. MEC, communities in Phoenix and Chatsworth are up in arms about high bills and as I debated earlier on the implementation of Batho Pele principles, officials who are supposed to assist the community are either on leave when there is a crises or on voicemail. HON. Members issues close to the hearts of people like water and lights which are cut when people query sudden large bills determine election outcomes too.
- Therefore, the Minority Front, looks forward to debate these payment issues of Izinduna and municipal services with a view to resolving the province’s payment dilemmas and efficiency. The Minority Front will support this budget, with these recommendations.
