- Hon Speaker, the Minority Front supports the Plant Improvement Act 53 of 1976.
- This Act is able to grow our Economy, as well as, get rid of those that rob his government of revenue.
- Every plant needs to be registered with the Gazette, should a person fail to register the plant, a penalty should be charged.
- Procedures of test and trials done by or for these plants should be recorded with the Gazette. This HON. Members is necessary because of the highly scientific nature of such procedures and for future research.
- Any person importing any ingredient or plant should report their activity to the registrar for record purposes.
- This record should be a manual and internet process to suit the different plant breeders but a major concern is investment in appropriate IT software programmes to safeguard all data. Such an ACT needs this budget provided.
- We need a revamp of the customs and exercise control area and check all baggage that enters and leaves our country at all our airports. We may find a lot of surprises, especially when it comes to the passage of plants and seeds from place to place which has huge ramification on economies and whether plants are indigenous or alien.
