- HON Speaker, The MF supports the Plant Breeders Rights Bill, with the following recommendations:
- Correct labelling on containers for each species, will elimination losing rare plant species in South Africa
- A purchased licence, which is renewable every year by the breeder regardless of the right which is renewed over a period of 20 years must be in place because having a licence will allow a breeder to have more contact with the government, this licence is non-transferable. This is far for return on investment in Plant research. However I hope the Bill provided for an insurance to be added to the licence for risks breeders face.
- The sales importing and exporting of these plants will condition our economy.
- The production and reproduction of these plants will further create job opportunities, alleviating poverty.
- HON. members, it is hoped that every license holder should contribute to the plant breeders Journal yearly which will expand our knowledge on Plant breeding, and this information should be available at universities for research.
- Members, we must audit our plants annually and invest in natural medicine research and focus on breeding indigenous plants for this purpose.
- Finally, once again this Bill needs budget allocated to store such data, safety once implemented.
