Day 2 Debate on Vote 13 – Social Development

Hon Members, social development is human development.

What we need is human scale development.

That requires dissecting key milestones in the development of a human being and planning interventions to maximise the potential and contribution of each citizen to then develop our country.

To this end, the Departments of Social Development, needs to produce its ECD policy and MOU with the Department of Education to budget, as per mandate.The MF welcomes, the Program 5 focus on the NPO sector and its development.

Hon MEC, NGO’s in KZN are visible and the hands and legs of vulnerable people.

The MF calls on you to ensure that the 6% ring-fenced by the Hon. MEC Scott be given to NGO’s, as a baseline, improvement, which is much needed, in view of a period of non-increase, yet the work-load due to the increase of socials ills is a burden to society as a whole and sees, even the initiation of newer NGO’s.

I agree, though that officials need to set norms and standards for human and other resource allocations, such as the distribution of social workers, as per the population and needs of communities both in the public and private or NGO sector.

Hon Members, the donor would is changing drastically. Recently an NGO, prospecting for the Bill Gates Foundation has stopped donations to SA, until we get our race-relations right.

So, as a government, we need to not only review our funding based on finalised policies, but rethink or re-imagine our funding.

The MF supports the Social Development budget.
