1. HON. Members, the Minority Front supports the Plant Breeders Rights Bill, 2015, with some reservations.
2. Does the payment of annual fee, on page 14 under section 30 of the Bill, refer to national or provincial level.
3. We need to encourage innovation amongst our local breeders, support farming systems and encourage the development of new seed varieties suited to our ecological conditions.
4. The one-seed system negatively affects farmers.
5. With this comments the Minority Front supports the Plant Breeder’s Rights Bill.
