Debate on Schools Functionality Programme

1. Hon. members over the years we do oversights on schools selected by the department assisting the Speaker.
2. The Minority Front for these reasons does its own oversight on schools, called many times by those facing challenges.
3. The oversight resolutions taken are not given a time limit to ensure rectification is undertaken. This Hon.House must resolve whether the same schools will be visited every six months to ensure our visits make the difference we want.
4. My recent visits to Chatsworth schools eg: Tyburn and Crestview Primary exposes neglect by the department in terms of ageing infrastructure and public works case escalation needs monitoring. Otherwise all schools should be given their own infrastructure budget not just rural schools.
5. Schools safety is of concern e.g.: recent stabbings in New West Secondary in Newlands. Schools safety committees need to be reactivated post COVID-19 and SAPS needs to be proactive.
6. The need for school counsellors is imperative as most parents leave discipline to educators whose hands are tied, as per the Schools Act.
7. Learners need an aggressive in-school sports activities with qualified physical education, educators.
8. These activities will improve learner behaviour which currently leads to fatigue syndrome in educators.
9. Finally, most schools have exorbitant light and water bills. The MF calls for these to be written off and the department of Education needs to pay for these.
10. Schools Monitoring is essential but weak policies that disrupt teaching and learning needs to be amended by us, Hon. members.
