Debate on SCOPA And STACOV Reports on the 2015/2016 Audit Report of the Legislature: 23 November 2017

  1. HON. Speaker, the Minority Front thanks the hard-working chair (Mrs. M. Govender) of SCOPA and the team for comprehension, time-bound resolutions. Let’s wait for the January/February 2018 deadlines.
  2. The STACOV report needs focus, so that we don’t regress.
  3. In terms of irregular expenditure, and the failure to obtain declaration of interest from service providers, HON. Members, don’t we have simple disclosure forms for service providers. If we don’t then we must do a special one.
  4. The Legislature must be a friendly employer and allocate staff to assist the informal sector. The KZN Legislature must lead by example in job creation.
  5. In terms of non-compliance, SCM regulations are fundamental and the chair must monitor implementation.
  6. HON. Members, all parties should have sight of Management’s Action Plan, so that we can fulfil our oversight role.
  7. The Minority Front supports both reports.
