  1. HON. Members, the prioritisation of service delivery is non-negotiable, and, so is elimination of fraud in all forms, financial mismanagement and service delivery protests. Therefore, I welcome HON, S. C. Nkosi’s motion about internal capacitation and Hon. Gumbi’s motion today.
  2. What happened just now shows that provocation leads to protests. This was a practical example. Therefore, this portfolio is vast, consideration should be given to separating the Department into Co-operative Governance and Traditional Affairs should be headed by a Deputy MEC.
  3. HON. Members, this would enhance leadership and accountability, also ensure prioritisation of service delivery, good governance and mandates.
  4. A serious concern of the Minority Front is, HON. Members, the major water and sanitation crises experienced by some hospitals which were noted during the Health oversight visits.
  5. Hospitals in urban areas and rural areas have water supply problems which, if bills are not paid, they are cut off from receiving supply.
  6. Doris Goodwin Hospital had a jo-jo tank installed recently and Appelsbosch Hospital is reservoir dependant. These hospitals would be severely affected by low rainfall. This is not a healthy situation.
  7. This exacerbates sanitation problems, and contributes to an unhygienic work and health environment.
  8. COGTA should have a special water and ablution policy for the Departments of Health and Education to deliver on their other mandates.
