Debate on the Gaming and Betting Amendment Bill, 2017: 28 September 2017

  1. HON. Members, the Minority Front supports the KwaZulu-Natal Gaming and Betting Amendment Bill, 2017, with key reservations.
  2. The preamble to the Bill states “to effect textual amendments; to insert new definitions and new provisions…” Clause 1(e)(c)(ii), is a weakness since it can hide, conflict of interest, therefore disclosure and due diligence will ensure that this is a proper right.
  3. With respect to pages 28 and 29 relating to the amendment of section 137, HON. Speaker,  why is whole definition of “Transformation Fund” not inserted? Although this Fund has noble intentions but to strengthen support, could the HON. Premier, when he attends the next sitting at least report on the goals and working of this Transformation Fund.
  4. The reason the Minority Front requests these, is that we should all learn from the failed Growth Fund and the Ithala irrecoverable debts. All these lessons means that the Transformation Fund must have clear goals and guidelines and further amendments are required for structural transformation of this industry, in its entirety. What would be creative, cultural transformation HON. Members is a home-grown cultural and traditional style game.
  5. With these concerns the MF supports the Gaming and Betting Amendment Bill, 2017.
