Greetings – Good Evening
Introduction
The MF has fielded strong and knowledgeable candidates , well screened , so that we can be accountable to the public and hold our ministers and public servants to account in Parliament.
The MF believes that S.A does not need a large government but rather a good government with strong leadership to be effective and efficient.
20 Years into our democracy , the MF is calling for the scrapping and review of all suppressive, unfair , laws , policies and programs.
These are not helping to curb corruption and promote accountability and advance good governance.
Post May 07th, we must hoist the S.A flag with pride, with voters who are wise and inspired with proper understanding of what’s going on, so that their vote is for the MF’s “One Vision , One Future”- a shared vision capable of transforming the quality of our people lives.
-
Accountability Requires
- Strong MP’s – Party wise , Public wise
- Oversight Accountability model –not designed by Parliament or officials because Government has to answer to citizens. TPTP ( taking parliament to the people program) costs millions but no report back of big development.
- Democracy rests on 2 things – Accountability and responsibility
Good Governance ≡ Accountability
Responsibility ≡ Government officials and elected representatives , meet peoples’ needs and constitutional obligations , service delivery and human rights.
Both words end with ability. Do we have this? This needs people’s skills and integrity to hold public office. - Recommendation.
Introduce Political Studies in school to make citizens wise about how S.A should be governed and how people’s needs can be met by institutionalised public participation.
A value chain model for the public participation drawn up by each department.
-
Good Governance
- In this 5th general elections in May 07th , has to be a warning signal to this government.
- More people are unhappy , protests become a common place Marikana , Ficksburg, Bekkersdaal, Western Cape.
- Voters have a social responsibility to vote, they need to cleanse the rotten apples and vote for the good leaders.
- Definition of “Governance”
- “Governance ”refers to the relationship between government, business and society.
- Relationship is maintained through excellence in service delivery.
- Because businesses and society pay taxes in many ways and needs accountability and only good governance with honest leaders will give you this.
- Broad functional areas : public admin and management; human resource practices , public decision –making; public service delivery ; public finance management and research fundamentals.
Good Governance requires Information systems; IT or print or participatory mechanisms. - Role of the private sector , “ third party government” – outsourcing ; privatisation , corporatisation ≡ Good for globalization management.
- Principles of the ethical conduct and sign a “creed of leadership” so that we can be legitimate in the eyes of our people.
- Challenges in S.A.
Dynamics and diversity of the socio – economic and political environment- potential political tensions.
Need to investigate political instability and conflict – Commissions , no feedback = Bad. - Recommendations: Role of the State
- Dirigist State or Pro- active to maintain law and order – or risk lawlessness.
- ROL ( rule of law) – needed ,not ruled BY Law
-
Corruption
- S.A becoming Law –less and the human costs are phenomenal .
- Murders; Cash heists, robberies, burglaries, kidnapping, also petty crimes.
- MF Calls For:
- Good and skilled leaders – good laws- make citizens happy and to achieve human scale development and full equality.
- Re-instatement of Death penalty because with corruption comes crime and we need to rid parasites.
- Pledge to minimise corruption in the next 5 years.
- Pass the PMA bill – no officials and families to do business with state.
- Stronger judiciary and internal audit.
- Grow honest pressure groups in civil society to bring transparency and accountability.
- Promote Strong civic forums to challenge decision-making.
- Alternate oversight accountability model and value-chain for public participation and other tools like surveys, polls, juries , commissions, active citizenship – NDP2030
Conclusion
Corruption is systemic , operations and services are weakened.
- For minorities and all citizens , The MF is calling for the establishment of a minorities ministry.
- If our people feel side-lined and voice –less in this democracy; these institutions will protect your human rights through a ministry ( laws, policies and programs) and a commission ( research and date collection. Access justice in a cheaper way than going to the equality court.
- On the 7th of May, remember the Minority Front is the “Mighty Force”, with its “One Vision , One Future” mission to achieve equality social cohesion , Nation building and NDP2030 by expanding people real freedom.
God Bless you all.
Vote MF on both ballots.
Thank You.
