Hon. MEC, the MF is pleased with the NHNR Project, as I discussed with you, that guided lists were essential for fairness.
The MF’s concern, however remains the rationale for transversal allocation.
My view is based on the recent voting in the Ethekwini council, that clearly shows that, that stats is based on National demographics, with respect to the much awaited Cornubia Housing.
I appreciate the mixed use, multi-earner provisions, but the vulnerable may win on guidelines, but not on demographic allocations.
The MF, has always pursued the policy that government allocations must be based on human needs with local preference.
The MF appreciates the headway made in terms of land restitution for displaced people due to the Group Areas Act, but similarly for thousands of people who were forced to live in townships, which are now over-crowded, the expectation is not further displacement but allocation to the nearest Human Settlements development.
Hence, addressing racial demographics, as per the bias Ethekwini vote according to Stats SA, Census 2011 for KZN, housing allocations per 300 houses is 22,2 but according to GIS data for Ethekwini, the Indian population is 16,7% hence the housing allocation per 300 Cornubia houses is 50,1.
However, the Ethekwini council voted that only 1 house out of every 300 must go to an Indian. The MF does not support this unfair decision.
Hon. MEC, I understand the partnership of different spheres of government in Human Settlements budgeting, but now that lists will be reality, let uniformity of allocation be, as per local demographics.
The MF supports this budget.
