Minority Front SCOPA DEBATE: 15th May 2012 RESOLUTIONS
1. Thank you Hon. Speaker
2. The Hon. Nkosi, SCOPA chairperson has detailed the transversal and specific resolutions taken against various departments which are supported by the Minority Front.
3. The wellness indicators for all departments Hon. Speaker, impacts on performance but consistently is either organizational or programmatic in nature.
4. Hence, the Minority Front recommends the review of all departments turn-around strategies as outlined in 2009, with the view to fill the gaps in our planning, procuring, monitoring and evaluation areas; in order to prepare in accordance with our infrastructure and knowledge theme in this year’s state of the nation and state of the province address, and for efficient and effective utilization of the current budget.
5. Hon. Speaker, our budgeting has to be diagnostic not curative anymore.
6. With this the Minority Front accepts the SCOPA resolutions taken.
