Mr. Speaker, I shall move on the next sitting day as follows,

Noting that, progressive regulation is topical in our young democracy,

Further noting that, as legislators we need to make persuasive arguments in favour of better regulatory decisions that produce greater human welfare,

This Hon. House, acknowledges that the class of people who are policy makers is enormous; therefore robustly debate classic market and public sector failures, so that, the regulations of “mixed bag” behaviour minimises the sum of error and decision costs, hence the need to systematise ideas or arguments into a unified, practical approach to regulating.
