1. Speaker, The Minority Front appreciates that, the purpose of this study tour was to learn and share the best practices within the Netherlands and Namibia because of their internationally acclaimed good record on good governance, open government and transparency, which then leads to good public finance management. These are concepts that we as South African’s needs to grasp quickly.
2. The Netherlands and Namibia are both rated highly, in the Corruption Index, which is a fundamental aspect. As the leadership of this Province we need to “put pen to paper” on some serious plans of how we are going to enforce some procedures, processes and methods that, will decrease the largescale Corruption in South Africa.
3. The province is always striving to strengthen its public financial management, accountability, transparency and fiscal discipline. It goes without saying that wasteful, unnecessary and excessive expenditure affects service delivery. We need to be bold in our decision making but thrifty with our spending of funds.
4. Hence, what needs to be further debated is the online, real time viewing of life styles of public servants and elected representatives. Equally important is the availability of all procurement expenses on the government website. We have a practical method as a way forward HON. Members for openness and accountability. We should work on implementing this.
