With a principal of fair allocation of housing based on the percentage of population in an area the follow was determined for the KwaDukuza Municipality.

For every 100 houses built 14 houses should be allocated to Indians but if a 3% quota is applied only 3 houses will go to Indian families. The difference of 11 houses which should go to Indian families is being allocated elsewhere.

For every 300 houses built 42 houses should be allocated to Indians but if a 3% quota is applied only 9 houses will go to Indian families. The difference of 33 houses which should go to Indian families is being allocated elsewhere.
