ANC Debate on Confidence and Land Expropriation

HON. Speaker and Members,

  1. I acknowledge, HON. Duma’s motion on confidence in our Provincial government for speedy delivery but a distribution of the survey may be more fitting, to rule out any research bias or could assist is to revise our provincial strategic objectives for the future.
  2. However, the rising protests of service delivery, shows that all is not well. The increase in informal settlements is equally disturbing with the rising crime.
  3. I further acknowledge that land, location, natural resources, labour but also, population size are 5 economic factors that will give KZN a competitive but also a comparative advantage to other provinces and in the SADC region.
  4. Therefore, the Minority Front wants to see a sound land expropriation policy, inclusive of wide public participation, in keeping with the spirit of the Mail and Guardian survey findings, quoted
  5. Finally, HON.Duma, using Porter’s Diamond model, your call for “clusters” will offer KZN and alternative economic comparative position. In the same breath, our government need to be positively proactive, initiating subsides, grants, corporate fiscal policy, regulatory standards and human capital training.
