DA Party Motion ; April/May Floods

  1.  Hon.members, the Minority Front welcomes and supports this DA motion with the following recommendations:

    – Serious implementation of SPLUMA as spatial development is safety oriented, not political,
    – Employment of green specialists to mitigate climate change hazards,
    – Establish a permanent disaster management task force, through a practical framework from our learned lessons,
    – Review of our coastal and waste management plans to include the rivers that feed into the sea,
    – Relocate transit camps away from rivers and implement the 100m flood-line regulations, especially in Reservoir Hills,
    – Remove the silt from existing dams, fix these and build smaller dams,
    – Canalisation of rivulets along flats in Phoenix, Umlazi, Chatsworth and heavily built areas,
    – Such river projects will lead to proper river-bank infrastructure to be used as an alternative transport system, as well as a tourist revenue stream,
    – NGO’s planting trees must be supported,
    – Waste recycling initiatives must be implemented by eThekwini,
    – Therefore, an FIS should be undertaken by the local government portfolio committee in this regard.

     

  2. Speaker, the flood damage payouts must be fast- tracked. Our government must be progressive and arrest rural depopulation and build topographically conducive structures throughout KZN.
  3. The MF has repeatedly called for these interventions and will monitor budgetary patterns to respond to safety for climate change, balancing community and business development.
