Debate on 2016/2017 Unaudited Close-out Report of the Legislature: 22 November 2017

  1. HON. Members, it is noted that all fifteen votes under-spent due to various reasons against the Final Appropriation.
  2. The Minority Front expresses its concern that portions of unspent conditional grants by some departments have been used to defray spending pressures on their operational budgets, contrary to the provisions of the PFMA. Who in Treasury is responsible for monitoring the use of the Conditional Grant Guidelines, which the HON. MEC said was distributed in the House but I have not received it and other HON. Members. Can we have the guidelines at tomorrow’s sitting?
  3. The under-spending of R116.807m against the NSNP grant is in contravention of the PFMA as this allocation was used for other purposes. HON. Speaker, the appropriation of funds for core projects demand proper monitoring by the accounting authority.
  4. Vacant posts remain a concern.
  5. Of concern, HON Members is the SAP system being accrual-based and the In Year Monitoring (IYM) model of NT being cash based. We need clarity on this HON. Speaker, in terms of synchronisation of methods.
  6. HON. Members, the Finance Portfolio Committee has given accounting officers a deadline of 30 November to report on resolutions. Therefore I urge that HON. Members receive these on the last sitting day, the 7th of December and it goes to Portfolio committees, so that, we start to act timeously on gross contraventions.
  7. In the popular words of the HON. MEC of Finance, I believe that the wheels are finally flying off. With these concerns, the Minority Front supports the 2016/2017 Unaudited close-out report.
