Debate on the Premier’s SOPA

Hon. Premier, your report is noted.

I agree with His Majesty’s view, that as MPL’s, we are leaders for the coming generations and not just 5 years.

Therefore, when hosting international Conferences, economic input must be transcended by local knowledge transfer. The Minority Front recommends a mandatory report to be distributed to Hon. Members by participating departments and key MPL’s and Parliamentary researchers should attend, in future. That’s value for money.

The Goba measures to reverse corruption would assist Hon. members in their oversight role and must be made available.

Finally, Hon. Premier, the ‘appropriate set asides’ for procurement needs to be unpacked, further notwithstanding Hon MEC Pillay’s motion today, as to exactly what the SCM policy amendments are and the impacts envisioned. Looking at the KZN consolidated general report 2015-2016 of the Auditor General, page 199, little progress was made with respect to, predetermined objectives and the call for stricter monitoring controls in (SCM) supply chain management in departments is now needed.
