Debate on Rationalisation: 22 June 2017

  1. Thank you HON. Mec for your update on Roberts Model, used for evaluations and alignment of the resources to be cost-effectiveness.
  2. HON. MEC this rationalisation process mimics Radical Economic Transformation as seen by the Minority Front, from explanation given by the HON. Mec Zikalala, that this is a progressive structural change.
  3. HON. MEC I hope this model is really as grand as it sounds.
  4. What I want to focus on that, ideological policy prescripts must be a thing of the past because, many MEC’s visit other progressive countries eg. Singapore is a success example of Government linked companies – similar to our parastatals but the only reason these perform better and more effectively than even their private counterparts are the following:
  5. The GLC’s as they are called operate with a very strong corporate governance culture which limits short-term political interference;
  6. Secondly, the GLC’s operate within a zero-tolerance corruption environment and Singapore ranks as one of the least corrupt countries globally by Transparency International.
  7. Thirdly, GLC’s are meritocratic and are characterised by high levels of technical capacity and professionalism and,
  8. Fourthly, there is a primary focus on bottom-line performance and competiveness.
  9. Mec if we want to really spur the economy and grow BBBEE, then we must focus on young entrants. The previous incentives focussed on shares, board positions and senior management, with very little emphasis on entry level jobs, therefore the operating models of our entities need to change their structure to generate opportunities at the bottom end and creating low-skill jobs that will make inroads into South Africa’s employment crisis.
  10. The Minority Front welcomes the rationalisation efforts. HON MEC. which whilst being cost-effective, must be more productive.
  11. This is politically attractive and therefore policies like BBBEE and AA must be reviewed on a sensible conceptual paradigm, so that we correctly interpret the nature of our current economic environment.
  12. Finally, please look at the principles, the Minority Front is highlighting on which entity rationalisation should be based.
