1. The Minority Front supports SCOPA’s deliberation and recommendation for the Authorisation of Unauthorised Expenditure Bill with the proviso that across affected departments, internal mechanisms to control expenditure in various programmes must be timeously vired or shifted in future from underperforming to either performing or needy programmes rather than going the unauthorised expenditure route, especially in goods and services or COE items in terms of variable expenses.
2. This effort Hon. Speaker, requires dedicated management of programme cash-flows by both the department and portfolio committees to reduce this tendency in the future.
