Debate on the Premiers Budget

  1. Hon. Premier, The MF supports the departments R 714 million budget with the following recommendations :
  2. Firstly, where is the BBBEE Advisory Council now seated and what is its role in terms of RET in terms of its mandate? What resources and funding has been allocated for this?
  3. Hon. Premier, the situational analysis of the strategic plan is well documented except requires review of the survey methodology to ensure credibility, reliability and validity e.g.: the Citizen Satisfaction Survey 2018.
  4. In terms of social cohesion, Hon.Members, this programme is a long term vision but to achieve NDP2030, in 10½ years’ time, the quickest way now, will be the removal of Affirmative Action and quotas whose sunset clause of 2014 is far bygone, as per the White paper in 2000, if we are to remove real barriers. These positive anti- racism steps reconfirm the aspirations of a non-racial and non- sexist society.
  5. Goal 2 of PGDS/P amendments in particular if bursaries are considered a special mechanism to transform the modern economy by empowering our youth, needs a stronger response Hon. Premier through human resource engagement. I brought a case of a Chatsworth youth whose dream is to become a pilot, to the previous Premier but the young man’s applications were not treated professionally by relevant officials. Please ensure accountability in this division.
  6. Since the OTP coordinates the OSS and PEMP Programme Hon. Premier, and is devolved to municipal ward councillors to monitor, as an example, from my experience these war rooms were not established or functional in Phoenix and Chatsworth, where social-ills abound and there are large pockets of poverty, and unemployment growing. As the department, we cannot ignore the plight of our people everywhere, the MF now requests that war rooms be readopted by the OTP and we must ensure that all areas have war rooms, if not all wards, for this term.
  7. Finally, Hon.Premier, Goal 3, in order to encourage the participation of women, youth and people with disabilities in governance structures and processes in KZN, means that OTP must address violence against women in politics as a separate form of violence and we should legislate against this like the Honduras and other developing countries have done.
  8. The MF looks forward to a statement from yourself in this regard in women’s month August, so that SDG Gaol5 can be achieved.
