MF Debate on the Second Adjustments Appropriations Bill, 2022

  1. The Conditional Grant gains in the KZN Departments of Education and Human Settlements is appreciated. The Hon. MECs and staff are thanked for showing that plans can work.
  2. All three grants are for infrastructure, hence the focus for our KZN departments to spend effectively and efficiently should be on internal capacitation; artisan training, internships and a variety of employment packages, given project needs.
  3. Hon. Speaker and Chairpersons it is important whenever KZN loses or gains grant monies, that we set in motion a special sitting, so that collectively we ensure that funds are committed to prevent roll-overs or to complete projects. There is a need in this gap period although limited, to put in place risk-mitigation measures to prevent loss or further loss.
  4. The Minority Front supports the Second Adjustments Appropriations Bill 2022 with these recommendations.
