State of the Province Address

Hon.Premier, the MF appreciated your well itemised core focus area of challenges and solutions.

However; it is my considered view that NDP 2030 must be examined strategically in terms of KZN’s strengths and weaknesses; best assessed by the Provincial Planning Commission but contextually within realising the vision of National.

The realistic question is, can South Africa become a developed country in our lifetime and when?

What do BRICS countries envision for themselves’.

Have we as a Province of huge opportunities applied to evolving technologically even by 2020. Recent Metropolitan surveys show otherwise for Ethekwini.

The MF welcomes land Reform but value-add in the agriculture sector of land, agriculture and processes must be detailed in practical plans.

For this we need to identify strategic industries and partner with entrepreneurs for secondary sector growth!

Infrastructure is booming but must be enablers for productive activity so that we exploit our biological , land and sea wealth.

Two areas, not so heavily touched on were education and health, yet even as a country we need a comprehensive social security system which includes social development and must be robustly debated in this House.

How is KZN, Hon. Premier, going to oversee departments that are of National competency eg. Justice and courts infrastructure, higher education and FET’s corporate fisheries versus subsistence anglers, agriculture with markets and subsidies? These need to be dealt with in this term.

Honourable Premier, 2015 should focus on the services sector, which must be seen as peoples’ wealth.

KZN with a population of approximately 10 million people; must be prepared to gear ourselves to take up opportunities offered by the services sector, so that every citizen will achieve wealth  and well-being; but these have to be promoted by both the government, private and Ngo sectors.

The MF, will debate individual departments in detail, later this month.
