Minority Front Debate on DORA

  1. HON. Members, the Minority Front supports the Division of Revenue Amendment Bill 2017.
  2. The MF, notes the incremental increases on 2 conditional grants in Health; ie. for health professions training and Development Grant and the National Tertiary Services Grant in KZN.
  3. This shows that there is not much movement in these areas of health training yet this Province faces the worst communicable disease challenges.
  4. The complaints by health professionals that locals get disadvantaged for training and specialising opportunities to foreigners eg. the 40 Libyan specialists recently saw locals up in arms.
  5. HON. MEC, for these same conditional grants, Gauteng gets at least 3 times more funding whilst Western Cape gets twice as much. Can Treasury look into this and report on these in this financial year?
  6. Just looking at the numbers, KZN needs to safeguard whether this is not simply a repetitive mathematics exercise.
  7. With this concern the MF supports the DORA 2017 Amendment Bill.
