Rebuttal : Regulations Debate: Minority Front

1. I take this opportunity to thank all HON. Members who have participated in this debate on the need for legislator intervention and a framework into regulations making. I welcome Hon. MEC R Pillay’s comment that we need for a to also look at court judgements.

2. Currently, we have an uncoordinated, complex, fragmented, therefore ineffective and inefficient regulatory machinery that is incapable of meeting current societal needs.

The inputs of all HON. Members have highlighted many good and not so good polices and regulations, highlighting the importance of the 5 C’s – content, context, commitment, clients and capacity. Therefore, I have focused on the matter of “How to Regulate”, since all SCOPA resolutions are about weak regulations mostly and the ANC chairperson is tough on these.
Hon. Members, I stated, we are weak on communicating regulations like we do polices. Just look at the call for fireworks banning by a DA councillor, yet we have water-tight regulations for these, hence training on regulations is needed.

Like the genuine avenues created for the public to participate and contribute to policy processes. Are there efficient avenues for regulation formulation? Look at recent rubber-bulleting of Chatsworth protestors as we await the IPID report.

3. I am very glad, my incomprehensible motion because it was positive, was very well comprehended finally by the D.A; because this motion will make you all do more positive work as the official opposition, however for HON. Sha, it is incomprehensible for the MF and others to imagine this.

4. To conclude, the Minority Front appreciate all input into this robust debate and it is hoped that the MF recommendations are adopted of empowering Hon. members, going forward on regulation-making to efficiently and effectively, use limited resources for the greatest good of the greatest number and yes the Hon. Msimang summed up that this means, only the best should be legislators in the future.
