1. Hon. Speaker, the mid-term reviews has seen many virements in departments to redirect spending focus within line items.
2. As a result of over-budgeting for some line items or projects, whilst under-budgeting on others; hence reforms, such as radical economic transformation means that, suggested reforms have to be made by someone and to pin-point or determine who does this will be perplexing, if the entire Legislature as a collective is not included on an actual government policy.
3. At some point in time e.g.: the commercialisation of some Ezemvelo controlled activities needs to be resolved to direct spending timeously.
4. Another example is the current under-spending on Alien Invasive species where monitoring for sequential work planning is weak.
5. Similarly, the HPV grant, already reduced, presents challenges of uptake by the year end. This requires attention at Portfolio committee level to ensure the planned awareness campaigns take place and these include encouraging the buy-in of parents who are debating giving consent due to various social media influences. Importantly, it must be noted the dire need for this by the department officials due to high costs of the vaccine, short-expiry and cold- chain management.
6. Hon.members our department’s mid-term expenditure are following a somewhat predictable path of roll-overs or direct-charges; hence we can predict related outcomes of especially: low job creation, weak poverty alleviation and minimal inequality impact.
7. Hence, Hon.members we require more meetings and sittings to do administrative oversight because it is true that: accounting is a passive activity, understanding fundamentals is essential, as a rule; we cannot fully trust departmental management, even audited financial statements and budget analysts and finally we cannot be too trusting with glaring contradictions.
