Debate on the Marine Pollution (Prevention of Pollution from Ships) Amendment Bill [B5-2022]

  1. Speaker, given climate change which in most instances is man made, the dumping of toxic and other waste by unscrupulous countries in South Africa’s marine waters hopefully, will be stopped by the implementation of the Marine Pollution – Prevention of Pollution from Ships Amendment Bill. This bill required input by the conservation committee together with transport, a missed opportunity during the hearings.
  2. This bill with Section 3A replaced by 3B gives heavy penalties for transgressions coming into effect in 2024 from the original 1986 to 1998 amended Act; better late than never. This bill strengthens foreign policy decision-making.
  3. The Minority Front supports this bill as it is critical to maintaining the blue status of our beaches, the rich marine life of our surrounding oceans and for this Hon. members, funding must follow implementation as our marine coastal policing will require huge budgets.
