- Speaker, both Health and Education are heavily labour intensive and infrastructure and consumables are cost drivers based on daily challenges faced.
- In view of the difficulty to do proper scenario planning SCOPA’s resolutions on the extension of the periods of reporting for authorised expenditure from 5 to 7 years starting in the 2025/26 financial years.
- This extended time is the much needed relief these departments required, however hopefully the tightening of SCM and procurement centrally will go hand in hand to correct the heavy unauthorized expenditure currently incurred by Health and Education.
- The MF supports SCOPA’s resolutions of the 11th March 2024 replacing those of the 21st March 2023.
