SCOPA Resolutions

  1. Hon. Members, specific resolutions were taken by SCOPA, in terms of the AG Report w.r.t. various departments.
  2.  Most departments fell in the category of Financially unqualified but with findings.
  3. SCOPA resolutions revolved around interventionist approaches w.r.t. SCM contraventions, poor quality service delivery reporting, poor human resource management, material errors and omissions in the AFS or Annual Financial Statements and the need for fast tracking IT measures.
  4. If these areas are focused on, in all departments then the information reported on would be more accurate and credible.
  5. The important point is that, if issues can be quantified they can be budgeted for and better use can be made of our resources and KZN will then be able to get a better equitable share.The drivers of internal control, gave more emphasis on leadership compared to governance and financial performance management.
  6. Hon. Members, the Hon. Chair must be appreciated for being very vocal on issues of oversight and the report is a well-documented, second level of assurance.
