  2. Hon Speaker, the Hon MEC of Finance, was quite challenge specific in her transversal issues in departments which are ailing and outlined the following:
    • Compensation overcrowding service delivery.
    • PFMA enforcement to curb fraud and corruption.
    • Benchmarking prices for bulk buying.
    • Contract management.
  3. Item A, Hon members in keeping with the Hon State Presidents address, the theme of infrastructure development and knowledge economy, embraced by our executive, it is pertinent for KZN to reposition itself in the focus of every department in terms of their 2009 turn-around strategy, address other system related deficiencies such as:
    • Appropriate procurement strategies
    • Project Management Information System
    • Lack of compliance with infrastructure deliver management system
    • Mandatory infrastructure cost-model to guide budget allocation
    • Implement an accountability mechanism between provincial departments and their implementing agents and most importantly
    • Adopting a hiring and upgrading personnel policy to assist our human capital.
  4. I want to thank the Hon Chairperson Mrs Scott for her tireless efforts to improve service delivery through shaping the work methods of all departments via the finance committee.
  5. The Minority Front supports the budget allocations for this financial year, with these recommendations.
