1. Hon. Members, this midterm department reviews, made various resolutions in areas of concern and time-frames, up to February 2013 has been given.
2. The concerns across departments speaks directly to the Auditor Generals  talks yesterday.
3. Departments have to look at their human capital and re-structure labour, laws have to be deregulated for flexibility of change, so as not to strangle service delivery but still get the job done.
4. Accountability requires clear job descriptions and the repeal of the delegations Powers Bill must be reviewed by each department so as to understand functions with responsibilities clearly.
5. If the above are looked at then we are making for systemic changes in our administration gaps, then only can we achieve sustainability in service delivery, with the limited resources we have with DORA.
