General Budget Debate 16-07-2018

The MF supports the budget appropriation for 2019, as tabled prior to the general elections, however Hon. MEC although no provincial reconfiguration was announced subsequent to the 08 May 2019 general elections, but a workshop is required to avoid virements, under or over spending or supply change management violations if departmental budgets are not reviewed with regards to new projects, line items and targets, as currently required, in view of time constraints in portfolio committee budget hearings.

  1. This budget Hon. Speaker, must show a moderate path in being risk averse whilst speaking to Radical Economic Transformation, Hon. Premier.
  2. For these reasons, the Minority Front requests that Hon. Members be workshopped on key appropriations because the budget, come November must reflect a commitment to the broad plans of 2019 SONA and SOPA .
  3. Hon. MEC, thank you for the emphasis on Monitoring and Evaluation, regulations and indicators, however it is imperative that the outgoing MEC, Hon. B.Scott spoke to the infrastructure fund being a central pillar of the budget and the heightened role of the private sector to design, build and operate critical infrastructure assets to the value of R526 billion, with government commitment of R 100 billion over the next 10 years, 5 of which will be for this Hon. House to oversee, therefore the Minority Front Hon. MEC, requests a PPP workshop of the full House, across departments to via a party political consultative process add valuable insight as to what will or won’t work. I say this because I had debated in the 2014 general budget the vital establishment of a PPP unit in Treasury.
  4. Furthermore, the “grey areas “that we must discuss in a general budget presentation Hon. MEC, is the population dynamics of KZN, with special reference to the number of foreigners now resident and the categories under which they are accommodated, as this has an impact on the economic stability of KZN due to the socio-political ramifications of the people of KZN. The Hon.N. Dube – Ncube’s motion today is a case in point. By November this year a report this should be included on these factors. Similarly, we require our NCOP members, input on foreign policy directives in this regard.
  5. As a Province, we are losing money due to fiscal constraints hence we now need to work efficiently. Hon. MEC, it is vital that SCOPA resolutions be attended to timeously because a large section pertains to our human resources inefficiencies, hence under your care, the Provincial treasury needs to ensure that especially the senior management structure of each department has the necessary skills to carry out their mandate and that critical vacancies must be filled.
  6. Finally, areas that I will expand on in future budget debates are: the weak management of our multi million rand stadia yet these are income revenue generators, phase 2 of the Cornubia Housing Project in terms of social cohesion prioritising homeless people on the streets of our cities; the building of another medical school and the rising and crippling effects of social ills in our Province.
  7. Hon. Premier, in closing it is worth recognizing that social impact comes from a sound social compact because unity in diversity comes from trust and consensus building amongst all citizens.
  8. With these recommendations Hon. MEC, The Minority Front supports the 2019 budget.
